CITY OF MILFORD JANUARY 3, 2023 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1 st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on January 3, 2023, at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: DeLong, Freeman, Keib. Absent: Roth. Nebraska Open Meetings Act requirement met. Approved agenda as submitted. CONSENT AGENDA: Mayor Kelley read the Consent Agenda; items approved as read. a. Approve Minutes: 12/6/22 b. Approval of Claims: Totaling $108,296.34 c. Approve Treasurer’s Report for November 2022. d. Reappointments to Boards and Committees e. Approve 2023 Committee List f. Approve 2023 Fire Department Roster g. Authorize payment process of drawdown #2 for the DTR Planning Project 20-PP-011 in the amount of $39,282.25. h. Authorize Mayor’s signature on the NDOT Agreement Renewal and Certificate of Compliance for Maintenance Agreement No. 95. SALARIES: $18,747.55 GENERAL FUND: (See attached) PRESENTATION: Nicholas Thielen, Deputy General Counsel from EHVP Management Group: Discussion as it related to lottery/gaming. Nick Thielen with EHVP shared general information regarding keno. There are constitutional exceptions for gambling that allow for keno as long as the money goes towards Community Betterment. State Statute requirements of an election and hiring a licensed operator. Small communities usually enter into an Interlocal Agreement with a larger community that’s already running gaming. Nick would propose an Interlocal Agreement with Omaha in which the community of Milford would receive 8 ¾ % of the gross handle. Omaha would handle the auditing and reporting. The city would be required to be licensed, which would cost $100.00 every 2 years. The money is to be used for community betterment. There is a satellite owner in Milford that is interested. Nick shared the amount of money other communities are receiving through keno. In 2021, Sterling received $2300.00, Eagle received $17,000.00 and Kremer received $53,000.00. The first step would be to hold a special election to see if the community is interested in having keno in town. The estimated cost of a special election is $5,000.00. Mayor Kelley stated, we do not have this in the budget. Todd Vegas and Robert Struwe representing the new Uptown Tavern noted they could and planned on helping with the cost of the special election. Owner Todd Vegas shared his thoughts as being a Win/Win. It will bring more people into the community. There are a lot of people going into Lincoln to buy tickets. It is a way to fund possible improvements to the community and bring in additional sales tax. PUBLIC HEARING: Public Hearing of the Citizen Advisory Review Committee: Mayor Kelley opened the public hearing at 7:44 pm. Kevin Wingard provided a semi-annual report from 10/1/22 through 12/31/22. With no further comments from the public Mayor Kelley closed the public hearing at 7:48 pm. CURRENT BUSINESS: Consider Bidding Water Main Replacement Project: Approved moving forward with bidding for the water main replacement project as outlined by JEO. Consider Hiring Police Officer and set wage: Approved hiring Lance Sprouse after completion of successful background investigation and drug screen at a starting hourly rate of $24.00 with a .50 increase at 6 months and .50 increase at one year.
