CITY OF MILFORD JANUARY 4, 2022 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on January 4, 2022 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: DeLong, Freeman, Keib, Roth and Attorney Aerts. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved agenda as submitted. CONSENT AGENDA: Approved items on the consent agenda as submitted. a. Approve Minutes: 12/7/21 b. Approval of Claims: Totaling $163,842.00 c. Approve Treasurer’s Report for 11/21 d. Approve 2022 Committee List e. Approve 2022 Fire Department Roster f. Approved Agreement between Seward County and the City of Milford for ARPA funds towards Water Main Replacement project #1 in the amount of $845,015.00 and authorize Mayor’s signature. g. Authorized payment process for paydown #9 for the OOR Program in the amount of $24,425.88. SALARIES: $35,946.91 GENERAL FUND: (See attached) PUBLIC HEARING AND PRESENTATIONS: Public Hearing of the Citizen Advisory Review Committee: Mayor Kelley opened the Public Hearing of the CARC at 7:16 pm. Kevin Wingard provided a synopsis of the 6-month activity of the CARC committee and Clerk Hoggins presented same. With no further comments from the public Mayor Kelley closed the public hearing at 7:20 pm. Water Quality Report – Dane Simonsen, JEO: Dane Simonsen with JEO presented the results from the 2021 Water System Technical Memorandum. Dane shared information on all three alternatives including cost and impact to the system. The information sought was due to the many complaints of Milford’s discolored water. CURRENT BUSINESS: Consider LB432 Firefighter Cancer Benefits Act, providing volunteer firefighters with cancer policy benefits: Clerk Hoggins explained that as of 1/1/22, LB432 may be considered by the council to provide a cancer policy to firefighters. There are certain criteria that must be met by the firefighter. Fire Chief Dinges and Council member DeLong suggested researching interest of the Milford firefighters. Item tabled to a future meeting. Hire part-time Recreation Coordinator and set wage: Hired Amanda Hromek as the part-time Recreation Coordinator at $500.00 per month, starting immediately, pending a successful background check and pre-employment drug screening. Purchase shade system for south window of lobby area @ City Hall: Council moved forward with the direct plug-in shade option, in the amount of $6,112.25. ORDINANCE NO. 961 (Annexation of Timber Creek Subdivision, Phase 1, Lots 1 through 18) AN ORDINANCE OF THE CITY OF MILFORD, NEBRASKA TO EXTEND THE BOUNDARIES OF THE CITY AND INCLUDE WITHIN THE CORPORATE LIMITS OF, AND TO ANNEX INTO THE CITY OF MILFORD, NEBRASKA A TRACT OF LAND THAT IS CONTIGUOUS AND ADJACENT TO THE CURRENT MUNICIPAL LIMITS AS MORE FULLY DESCRIBED HEREIN; DIRECTING THE SAME TO BE RECORDED BY THE SEWARD COUNTY REGISTER OF DEEDS; TO PROVIDE FOR THE REPEAL OF CONFLICTING ORDINANCES OR SECTIONS; TO PROVIDE FOR THE EFFECTIVE DATE THEREOF; AND ORDER THE PUBLICATION OF THE ORDINANCE IN PAMPHLET FORM.
