CITY OF MILFORD SPECIAL MEETING MAY 24, 2022 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in special session on May 24, 2022, at 6:30 pm. Mayor Kelley called the meeting to order at 6:30 pm. Present: DeLong, Freeman, Keib, Roth. Nebraska Open Meetings Act requirement met. CONSENT AGENDA: Items approved: *Hire Pool Employees and set wages as presented. *Authorize payment process for drawdown #13 for the 19-TFHO-16065 Owner Occupied Rehab Program in the amount of $11,915.00. *Consider Street Closings for Fun Days in August 2022 – Chamber of Commerce. Revise Fire Station Rental Use Agreement and Cleaning Procedures: Fire Dept. members presented an increase in deposit and rent, a change in procedure in which building is inspected after use and consideration of commercial use after approval. Council asked for specifics on commercial use. Fire Dept. members will revise and present same to Council at the June 7 meeting. Agenda Request from Jonathan Conley – Army Vet seeking exception to City Ordinance Chapter 6, Article 1, Section 22 for a 13-year-old emotional support/assistive dog. Jonathan Conley presented history regarding his situation along with the history of the 13-year-old pit bull emotional support animal. The dog is very calm and was labeled a couch potato at the adoption agency. He is willing to consider safety measures to ensure public safety. He will also researching additional homeowners’ insurance at the request of the Council. Neighbors and family of neighbors presented incidents when the animal was aggressive along the fence line. They witnessed the animal biting and pawing at the fence and pushing its nose into the openings in the fence. The neighbors recently moved to Milford to be closer to their grandkids and they do not feel comfortable allowing the grandkids in there back yard when the dog is out. They do not feel it is safe.
