PROCEEDINGS BUDGET HEARING HEARING TO SET PROPERTY TAX REQUEST AND REGULAR MEETING PLEASANT DALE BOARD OF TRUSTEES The following is a condensed version of the minutes from the September 10, 2015 meeting of the Pleasant Dale Board of Trustees. A complete copy of the minutes is on file with the Village Clerk’s Office and posted at the following three places: the Community Hall, U.S. Post Office, and the American Legion’s bulletin boards. The next regular meeting will be held October 8, 2015. Members Present: Mitch Bennett, Jerry McFarland, John Stevens, Leroy Trease, Linda Olson. Also Present: Clerk: Wendy Charlton, Treasurer: Lisa Wolf. Pleasant Dale Board of Trustees convened on September 10, 2015, at 7:07 for a Budget Hearing and Hearing to Set the Property Tax Request to hear any public input on the 2015-2016 Village Budget and the 2015-2016 Property Tax Request. Chair noted The Open Meetings Act as posted on the East Wall. The Chair opened the Public Hearing for the 2015-2016 Village Budget. No public input. The Chair closed the Public Hearing for the 2014-2015 Village Budget. The Chair opened the Public Hearing for Setting the Property Tax Request. No public input. The Chair closed the Public Hearing for Setting the Property Tax Request at 7:08. Pleasant Dale Board of Trustees convened on September 10, 2015, at 7:09 p.m. for a Regular Board Meeting. The Chair noted the posting location of the Open Meeting Act on the East wall, as required by law. Approved the August 13, 2015 Regular Meeting Minutes with no corrections. Approved the August 24, 2015 Budget Workshop Minutes with no corrections. Letters and Announcements – Letters and emails from NE Department of Roads, NE Mosquito and Vector Control Association, Seward County Clerk regarding pending ordinance. Attorney’s Report – No report. Clerk’s Report – Garage Sales are September 18th and 19th. Treasurer’s Report – One water shutoff. Public Input – None. Commissioner’s Reports: Building – water leak in office during last heavy rain. Fire – Three rescue calls, one fire call; open house to be held October 11th; possible youth project may be to paint fire hydrants. Parks – grass planted. Streets – sign prohibiting solicitors installed; bid of $600.00 to rent grinder and Bobcat for grinding on streets. Motion by Trease to rent equipment and proceed with grinding, second by McFarland. All ayes. Motion carried. Water/Sewer and Water Operator – negative Coliform test, copper test results sent to the state; sewer line on Cedar Street to be fixed and shutoffs and flush valves installed where needed. Other Reports: Planning and Zoning – No report. Need one new member. Sheriff: refer to emailed report. Building Permit – fence application pending, trees in right of way. Fire Barn – no report. Old Business: Ordinance 2015-04 (Nuisance and Unsafe Buildings) – tabled, further discussion in January or February. Fees-changes and revisions – tabled, further discussion in January or February. Bobcat bucket – motion by Trease to spend $300.00 to repair Bobcat bucket, second by McFarland. All ayes. Motion carried. New Business: 2015 – 2016 Village Budget – reviewed budget with Accountant. Approved the 2015-2016 Village Budget. Approved Resolution 2015-04 – Setting the Property Tax Request. Approved continuing membership with Southeast Nebraska Development District and payment of dues. Discussion of lawnmower repair/replacement. Approved use of park for wedding to be held September 26th. Sewer Flush Dates – to be done October 10th for the south part of the village. Approved the Revenue Report and September Claims.
