PROCEEDINGS REGULAR MEETING PLEASANT DALE BOARD OF TRUSTEES The following is a condensed version of the minutes from the May 12, 2016 meeting of the Pleasant Dale Board of Trustees. A complete copy of the minutes is on file with the Village Clerk’s Office and posted at the following three places: the Community Hall, U.S. Post Office, and the American Legion’s bulletin boards. The next regular meeting will be held June 9, 2016 at 7:00 p.m. Pleasant Dale Board of Trustees convened on May 12, 2016 at 7:03 p.m. The Chair noted the posting location of the Open Meetings Act as posted on the East Wall, as required by law. Members Present: Mitch Bennett, Jerry McFarland, John Stevens, Leroy Trease, Linda Olson. Also Present – Clerk/Treasurer: Lisa Wolf. Approved of the 4/14/2016 Meeting Minutes with no corrections. Correspondence and Announcements – Received Jones Insurance policy books and vehicle insurance cards. Notice of Revised Total Coliform Rule and other revisions from DHHS effective April 1, 2016. NDOR State Highway Commission Meeting held May 13, 2016. SERN meeting held in Geneva on June 2, RSVP by May 27th. The Skeeter offering 2016 Mosquito Control Workshops. Open Meetings Workshops offered throughout Nebraska and through the summer. Attorney’s Report – Discussion of Extraterritorial Jurisdiction Boundaries and where modification would be necessary. Waiting to hear from JEO. Clerk’s Report – Completed 2016 Governments Units Survey. Treasurer’s Report – 1 delinquent w/s account. Board Chair Report – Nothing. Public Input – Ryan Van Andel, Big V’s Bar, asking for SDL License for BBQ Cook Off and Beer Garden. Commissioner’s Reports: Buildings – Contacted Wes to have shingles put on the well house. Shorted wire in the Quonset needs attention. Old School is For Sale on Walnut Street. Fire – Five Rescue and One Fire call. Parks – Ball games have started. Scoreboard is working, up and running. Streets – Streets Project starts May 13th, flyers have been distributed. Any vehicles left on streets will be towed, if needed. Ash Street will be done first before businesses open. Water/Sewer – Water Operator – Coliform test is negative. Low outside water pressure on Pine St, checked out ok. Possibly from flushing water lines, looking to check further. Other Reports: Planning and Zoning – Nothing to report. Sheriff’s Report – Emailed to board members. Building Inspector/Permits – No permits issued. Old Business ADA Self Evaluation – Tabled to next month. Paint for Well House Wells – Currently in the wet season, tanks will be too wet/condensation. Need to wait till the dry season, in the fall. Received 1 Quote - Lindner Painting, Inc. of $9740, including surface preparation and coating of piping and two tanks inside well building, without sand blasting. House/Building Demolition Permit – Most recent demolition permit resulted in a lost water meter /reader on the house. Inspections must pass before issued a demolition permit. Fees will be increased to cover inspections and administration costs. Details discussed of commercial, residential and shed demolition. Ordinance 2016-03 Trustee Compensation – Discussion of continuing monthly rate already in place. Payout to board members whether attending or absent a regular meeting. Special meetings only by attendance. Ordinance 2016 – 03 first reading scheduled for June meeting. Modify Extraterritorial Jurisdiction Boundary – Removed from agenda. New Business: Approval of Finance Conference Estimated Expenses – Treasurer presented the estimated cost of attending the 2016 Municipal Accounting and Finance Conference. Moved by McFarland and seconded by Trease to approve $794.50 to allow Village Treasurer to attend the 2016 Conference. Approved: All. Ordinance 2016–04 Merger of Clerk/Treasurer Positions – Motion by Trease and seconded by McFarland to introduce Ordinance 2016-04. Approved: All. First reading of Ordinance 2016-04 read by Treasurer. Motion by Trease and seconded by McFarland to approve first reading, suspend rules for second and third readings and approve Ordinance 2016-04. Discussed in case of emergency a paid board member would step in. Advised cross-training for board members. Call for the question. Ayes: Bennett, McFarland, Stevens, Trease. Nay: Olson. Water Operator – Currently certified as of last December, renewal every two years. The board is seeking a Water Operator Trainee to take 2 over. Willing to train from bottom up.
