CITY OF MILFORD JUNE 3, 2025 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on June 3, 2025 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. PUBLIC COMMENT: None APPROVE AGENDA AS SUBMITTED: Approve the agenda as presented with item (f) stricken from current business. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approve Minutes: 5/6/25 b. Approval of Claims: Totaling $220,822.37 c. Approve Treasurer’s Report for April 2025 d. Reports/Communications filed by Governing Board and City Personnel. e. Approve firework sales application from Clouse Bros. LLC SALARIES: $47,212.71 GENERAL FUND: (See attached) PUBLIC HEARING: To hear testimony in favor of, or opposition to, and to answer questions in relation to the proposed Final Plat for Heyen 1st Addition, a portion of the S.W ¼ of Section 7 Township 9 North Range 4 East of the 6th P.M., Seward County, NE. Mayor Kelley opened the public hearing at 7:05 pm. Rob Heyen shared the family’s intention to create separate parcels by dividing the property into 4 lots. Mayor Kelley closed the public hearing at 7:10 pm. CURRENT BUSINESS: Consider recommendation from Citizen Advisory Review Committee to award Craig Bontrager with Main Street Market $20,000 of LB840 Funds towards moving a NPPD pole to complete the drive-thru. The CARC is in favor of this project but left it up to the council as to whether the awarded amount is a grant or loan. Council decided to move forward with the recommendation from the CARC to award Craig Bontrager with Main Street Market $20,000 of LB840 funds to move the NPPD pole to complete the drive-thru. Honoring the committee’s concern of rebuilding the balance $10,000 will be awarded as a grant and $10,000 will be awarded as a 1% loan over 5 years. Consider E911 Budget for fiscal year 2025-2026: Budget provided by E911 Director, Maria Scamehorn with a 0.43% increase. Milford’s 4% totals $39,340.00. Council approved the E911 Budget presented for fiscal year 2025-2026. Set date for Budget Worknight for upcoming fiscal year. July 14 & 15 @ 6:30 pm if dates work for accountant. Consider request from Cemetery Board for use of Gaming Funds not to exceed $12,000 to complete concrete work around Columbarium. Council approved using the Gaming Funds not to exceed $12,000.00 to complete the concrete work around the columbarium. Consider hiring Recreation Coordinator and set contract amount. Council approved hiring Katie Sparks as Recreation Coordinator at a contracted amount of $500.00 per month. Consider recommendation from Planning Commission to approve the Final Plat for Heyen 1st Addition by Robin and Todd Heyen. RESOLUTIONS: RESOLUTION NO. 673 WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2000, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal funding for mitigation purposes; and WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by the Upper Big Blue Natural Resources District, with assistance from JEO Consulting Group, Inc. WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the counties and participating jurisdictions located within the planning boundary by identifying the hazards that affect Milford, NE and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of Milford, NE in the form of a resolution and further requesting approval of the plan at the Federal Level; and NOW, THEREFORE, the governing body of Milford, NE does herewith adopt the most recent and FEMA approved version of the Upper Big Blue NRD Hazard Mitigation Plan in its entirety; and PASSED AND APPROVED this 3rd day of June, 2025.
