CITY OF MILFORD MARCH 4, 2025 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on March 4, 2025 at 7:00 pm. Council President Freeman called the meeting to order at 7:01 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. PUBLIC COMMENT: None CONSENT AGENDA: Council President Freeman read the Consent Agenda: a. Approve Minutes of 2/4/25 omitting: Approve Lisa Wiedemeyer as an addition to fire department. b. Approval of Claims totaling $198,901.49 c. Approve Treasurer’s Report for 1/25 d. Reports/Communications filed by Governing Board and City Personnel. e. Approve appointment to the Pool Board – Corana Culver. A motion was made by Bauer and seconded by DeLong to approve items on the consent agenda as read with adjustments made. Roll call vote: Bauer yes, DeLong yes, Freeman yes, Parks yes. Motion carried. SALARIES: $46,107.36 GENERAL FUND: CURRENT BUSINESS: (See attached) Senior Center Board – Discussion regarding driveway and parking areas. Sr. Center Board Chair, Marian Eicher provided information regarding the boards discussion of repairing the garage floor due to concrete separation and additional parking for the Center’s members. The garage floor separating from the building leaving a 2” gap needs to be addressed right away. The area mentioned to provide the additional parking is the green area on the north side of the Sr. Center building. JEO has discussed options with the Board but no plans were provided. Council member DeLong suggested the Sr. Center Board have further discussion with JEO to get an engineer’s perspective on what could be done taking all factors into consideration. Traffic flow, pedestrians, drainage, ADA compliance etc. Mike Moritz opposed the idea. He would hate to see the Center lose the green space. Mike mentioned there were alternate plans to increase parking that would cost less money. There are others that are opposed to using the green space for additional parking. Consider Recreation Board recommendation to regrade Field #3 in the amount of $3,000.00. Nemaha Sports Construction provided separate bids for each field. Field #3 is the biggest field and would cost $4,000.00 to regrade. Fields #1 and #2 will cost $3,000.00 each. Dan noted they could donate $1,000.00 towards the project. The Recreation Budget can handle one field this year, utilizing the fundraising money. Council approved the Recreation Board recommendation of regrading field #3 in the amount of $3,000.00. Discuss charging the Legion baseball team for field rent during games. Council member Parks noted that when he was Chairman of the Recreation Board and Dan Schweitzer started his Legion team, he repaired fences, organized and volunteered his time to install the batting cage, worked on getting a new scoreboard on field #3. Parks was not aware that he wasn’t paying field rent. The Board felt since he did all the upgrades that they should not have to pay field rent. The item was tabled to bring the discussion to the council. Parks did not want to open a can of worms, allowing anyone to provide work on the fields and then not pay rent. The Express team hosts tournaments and pays field and concession stand rent. They have paid for Agri lime for the fields and volunteered to paint the concession stand years ago. Rent for the field per night is $40.00 plus $10.00 per hour for lights. The Legion team is planning to take gate this year and provide a concession stand for field #3. Council member Freeman noted they should pay to use the field and run the concession stand. The consensus of the council members was to have them pay to rent the field and use the lights. Consider hiring Pool Staff and setting wages for the 2025 season per the Pool Board recommendation. Council approved new guards to receive a minimum wage of $13.50, returning guards will receive the .25 increase and Management will receive $16.00 per hour. Council hired the pool staff as presented pending certification and drug screening. Request for Agenda Item – Christina Coker: Discuss in home repairs to water shut-off valve, which broke again. Liability of city work. Item removed from agenda. RESOLUTION NO. 670 – SURPLUS PROPERTY TO BEE AUCTION RESOLUTION NO. 670 BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF MILFORD, NEBRASKA: The property shall be sold to the highest responsible bidder, as is with no warranties express or implied, at the Bee Consignment Auction on March 22, 2025 as authorized by Neb. Rev. Stat. § 17-503.02. A copy of this resolution shall be posted in three public places not less than 7 days prior to said sale and shall serve as notice of such sale.
