Mayor Kelley called the meeting to order at 7:00 pm. Present: DeLong, Freeman, Parks. Absent: Bauer. Nebraska Open Meetings Act requirement met. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. PUBLIC COMMENT: Mayor Kelley shared information about the Community Christmas Tree lighting ceremony scheduled for December 7, 2025 @ 5:30 pm in the Uptown Park. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approved Minutes: 9/24/25 and 10/7/25. b. Approval of Claims: Totaling $356,477.04 c. Approved Treasurer’s Report for September 2025 d. Reports/Communications filed by Governing Board and City Personnel. SALARIES: $49,044.87 GENERAL FUND: (See attached) CURRENT BUSINESS: Discuss/Consider purchasing new Police Cruiser: Approved the purchase of a new police cruiser specifically a 2026 Ford F150 Interceptor in the amount of $47,967 which does not include outfitting and installation. Approve Addendum #3 Extending the Expiration Date for the Interlocal Agreement with Central Square for an additional 6 months, effective until May 31, 2026. Approved addendum #3 extending the expiration date for the interlocal agreement with Central Square for an additional 6 months, effective until 5/31/26. RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 681 – AUTHORIZE MAYOR KELLEY TO SIGN THE YEAR-END CERTIFICATON OF CITY SUPERINTENDENT FOR 2025. Council authorized Mayors signature.
