CITY OF MILFORD OCTOBER 7, 2025 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on October 7, 2025 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, DeLong, Freeman, Parks. Nebraska Open Meetings Act requirement met. PUBLIC COMMENT: None APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approve Minutes: September 2, 2025 b. Approval of Claims: Totaling $188,810.38 c. Approve Treasurer’s Report for August 2025 d. Reports/Communications filed by Governing Board and City Personnel. e. Approve drawdown #4 for 23-TFHO-16023 OOR Program in the amount of $46,807.40 f. Approve Heather Muller as Coed Volleyball Director for 2025-2026 SALARIES: $50,209.56 GENERAL FUND: (See attached) CURRENT BUSINESS: Consider authorizing Milford Volunteer Fire Department to enter into Billing Services Agreement and Business Associate Agreement with One Billing Solutions. Approved the Milford Fire Department entering into billing services agreement and business agreement with One Billing Solutions as of October 7, 2025. Consider setting the proposed pay increase for the Mayor and Council positions starting December 2026. The last time an increase in salary was approved was 1991. In reviewing the information provided communities comparable in size wages around $6,000 for the Mayor and $3,000 for the Council members. Consensus of the group was this seems more in line with surrounding communities and today’s pay rate comparison. Consider Ordinance pertaining to E-Bikes, Electric Scooters/Skateboards etc. Bauer - The new popular thing in town is kids riding e bikes and electronic scooters. What we're starting to see is, sooner or later, somebody's going to get seriously hurt. Chief Kremer and I have talked quite a bit about this, and we feel like we need to come up with some kind of ordinance. There are issues that we have been seeing a lot, myself included almost hitting a kid on an e bike because he ran a stop sign. Kids are younger and no fault of their own, but they don't know the traffic laws. Even if they do know what a stop sign is, they are not stopping. Some of these e bikes will go 30 miles p/h and they are doing all of 30 miles p/h and flying through intersections. I've been having a lot of complaints and it's not just e bikes and scooters but bicycles riding right through the park, tearing up everything we just did to improve the grass, and riding right through the splash pad. Different ideas were presented, and discussion was held. Council member Bauer and Chief Kremer will continue working towards rules/guidelines that will make the situation safer and lawful. Educating the kids will be an important factor. Discuss purchasing new Police Cruiser Chief Kremer put this on the agenda to discuss moving forward with a new purchase. The car is about done. We've had it for quite a while. Considering looking at a pickup for multiple reasons. We looked at the price, mileage, everything else, SUVs and pickups are actually similar. Darren shared that unfortunately, the drug funds are no longer available. The sinking fund is available. We just wanted to throw this out as a discussion point. I think the pickup is more versatile and more capable. Mayor Kelley noted this is probably an appropriate move. We will wait on additional information. RESOLUTIONS AND ORDINANCES: ORDINANCE NO. 987 – AN ORDINANCE TO AMEND SECTION 3-106.01 OF THE MUNICIPAL CODE PERTAINING TO MUNICIPAL WATER DEPARTMENT; INCREASING SERVICE CHARGES AND USAGE FEES; TO REPEAL OR AMEND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND TO PROVIDE THE TIME WHEN THIS ORDINANCE SHALL BE IN FORCE AND TAKE EFFECT. ORDINANCE NO. 988 – AN ORDINANCE TO AMEND SECTION 3-218 OF THE MUNICIPAL CODE PERTAINING TO MUNICIPAL SEWER SERVICE CHARGES AND SEWER USAGE FEES; TO REPEAL OR AMEND ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND TO PROVIDE THE TIME WHEN THIS ORDINANCE SHALL BE IN FORCE AND TAKE EFFECT.
