CITY OF MILFORD SEPTEMBER 2, 2025 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on September 2, 2025 at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Bauer, Freeman, Parks. Absent: DeLong. Nebraska Open Meetings Act requirement met. PUBLIC COMMENT: Srgt. Troy Schaeffer, with SCSD introduced himself and announced that he is running for Seward County Sheriff. APPROVE AGENDA AS SUBMITTED: Approved the agenda as presented. CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approve Minutes: August 5, 2025 b. Approval of Claims Totaling $259,012.12 c. Approve Treasurer’s Report for July 2025 d. Reports/Communications filed by Governing Board and City Personnel. e. SENDD request for membership dues: General Membership - $1832.00 and Housing $647.00 for the 2025-2026 Fiscal Year. f. Approved League of NE Municipalities membership g. Appoint Joan West to the Sr. Center Board h. Appoint Jonah Hughes and Chelsea Weyand to the Pool Board SALARIES: 58,893.33 GENERAL FUND: (See attached) RESOLUTION: RESOLUTION NO. 676: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MILFORD, NEBRASKA, DECLARING A PORTION OF THE CITY OF MILFORD, NEBRASKA TO BE REDESIGNATED AS BLIGHTED AND SUBSTANDARD. Kelly Gentrup - a requirement to apply for the DTR grant under the CDBG program, is to redesignate the substandard and blight area. By passing the resolution, the redesignation makes us eligible to apply for the program. Council approved. PUBLIC HEARING: Public hearing to hear testimony in favor of, or opposition to, and to answer questions in relation to an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG). This grant is available to local governments for community/economic development activities. Mayor Kelley opened the public hearing. Kelly Gentrup with SENDD noted this public hearing allows public comment either for or against the project. The application to NDED is to implement a commercial rehab program for downtown businesses who are eligible. With no further comments Mayor Kelley closed the public hearing. CURRENT BUSINESS: Consider adoption of the Downtown Revitalization Façade Improvement/Commercial Rehabilitation Program Guidelines. Kelly Gentrup noted another requirement is that the community adopts program guidelines. These program guidelines are needed to submit with the application. They highlights goals, eligible activities, eligible businesses, what's not allowed. The program guidelines are really helpful for business owners to know if they're eligible, and required terms of the application process. Adopted the DTR Façade Improvement/Commercial Rehabilitation Program Guidelines to include exterior painting and the right to reserve painting review at a later date. SCCDP Annual Report Jonathan Jank - thank you for Milford’s continued membership investment in our organization. Jonathan shared information on the funding agreement ensuring that they’re in compliance. The city's annual investment was $13,320 in fiscal year 24-25 and it was spent towards the operations of our organization. We'd like you to consider renewing your support of our economic development efforts in Seward County through entering into a new funding agreement and public membership agreements for your upcoming fiscal year. Duane Miner - I've been with the Cattle Bank 35 years. I've literally been working on economic development and chamber stuff all that time. All over the county, there's really good projects everywhere. So you know, from my standpoint, it's just been a win win for everybody. Expenses are just going through the roof everywhere. It's just the way it is, and we need your continued support. Consider SCCDP Funding Agreement request and Membership Agreement for 2025-2026: Approved the SCCDP Funding Agreement request for $13,320 and Membership Agreement for 2025-2026. Consider authorizing Milford Volunteer Fire Department to enter into Billing Services Agreement and Business Associate Agreement with One Billing Solutions. Item tabled to the October 7th meeting. Consider appointing the Economic Development (CARC) Committee as the Downtown Revitalization (DTR) Committee. The DTR committee’s primary role is to enforce the DTR program. A tier two review happens, and then that recommendation is forwarded to the Council. Approved appointing the Economic Development (CARC) Committee as the Downtown Revitalization Committee (DTR). Consider employment option for Dominic Rocole to continue through winter as a permanent part-time employee. Approved keeping Dominic Rocole employed as a permanent part-time employee @ $17.25. Update from Randy Hellbusch NRWA, water and sewer rate study. Consider water and sewer rate adjustments. Randy Hellbusch with NRWA provided the results from both the water and sewer studies. He compared expenses for the last 3 years and provided results of our water and sewer funds. Both water and sewer funds show a loss. He also provided a suggested rate for the council to consider. The consensus of the board was to make the full jump, rather than gradual increases and use the suggested rates from Randy. Consider pay increase for Mayor and Council members. The last pay increase for both positions was approved in 1992. Comprehensive information regarding pay and when pay increases took effect will be gathered. An ordinance will be created for the October meeting. RESOLUTIONS AND ORDINANCES: RESOLUTION NO. 677 - A Resolution Authorizing the Execution of All Contracts, Documents, or Other Memoranda between the City of Milford and the Nebraska Department of Economic Development to Accept an Awarded Grant. Kelley Gentrup noted the exhibits need to be submitted with the application and the resolution authorizes the Mayor to sign the documents. Approved Resolution No. 677.
