CITY OF MILFORD OCTOBER 1, 2024 The following is a condensed form of minutes: A complete copy is on file at the Milford City Hall, 402 1st St., Milford, NE, or on the city’s website: milfordne.gov The Mayor and Council met in regular session on October 1, 2024, at 7:00 pm. Mayor Kelley called the meeting to order at 7:00 pm. Present: Freeman, Keib, Roth. Absent: DeLong. Nebraska Open Meetings Act requirement met. PUBLIC COMMENT: None CONSENT AGENDA: Mayor Kelley read the Consent Agenda: a. Approve Minutes: 9/3/24 & 9/24/24. b. Approval of Claims: Totaling $236,518.29 c. Approve Treasurer’s Report for August 2024 d. Reports/Communications filed by Governing Board and City Personnel. e. Approve Heather Muller as Coed Volleyball Coordinator for 2024-2025. f. Appoint Melissa Troyer to the Pool Board SALARIES: $44,816.29 GENERAL FUND: (See attached) PRESENTATION: Rick Nelsen with NPPD – Milford Economic Development Strategic Plan 2024-2029. Rick Nelsen with NPPD reported the last Strategic Plan was completed in 2018. Two public meetings were held in August with limited participation. Additional comments were provided by the community through Milford Community Chat. The Strategic Plan is available upon request. The benefits of being a Leadership Certified Community provides additional points during grant applications. CURRENT BUSINESS: Consider recommendation by Cemetery Board to purchase and install a 256-niche columbarium for Blue Mound Cemetery. A very generous donation had been received in the amount of $227,489.86. The funds were budgeted to spend during the 24-25 fiscal year. The Cemetery Board met several times to discuss ideas pertaining to cemetery improvements. A digital directory and columbarium were at the top of the list. Funeral Director Doug Wymore shared information regarding the increase in cremations and the potential for the cemetery to make a great investment and a return by purchasing a columbarium. Several different sizes were considered but the larger columbarium presented itself favorably in size for the future and financial gain toward the cemetery fund. The columbarium will be made of granite and with delivery and installation will cost $228,000.00. The Cemetery Board has also agreed to honor the donor by engraving her name on the structure. Council approved the purchase and installation of the 256-niche columbarium for Blue Mound Cemetery. Consider recommendation from Community Betterment Committee to pay invoice from Crete Lumber for trenching on Field #3, installation of scoreboard. Council member Freeman reported the CBC met 2 times. Dan Schweitzer was present to answer questions. Dan explained he was given a verbal quote for one amount but when he received the bill it was about 3 times higher. He contacted Crete Lumber and negotiated a reduction of $500.00 on the bill. The total due now is $1200.00 and the Legion is willing to pay half if the city doesn’t want to pay the total.
